Users don’t need to have a Google voice account in order to use this service but availability to international customers must be funded by a Google Voice account. Google has announced that the service will be free of charge for phone numbers in the U.S. and Canada. For countries like France and U.K. the rate will be 2 cents per minute. International availability is still undisclosed.
